Loyce K. Bamwine

Loyce K. Bamwine is the Company Secretary and General Counsel of the Development Bank of Rwanda (BRD) Plc, and serves as a Non-Permanent Commissioner at the Rwanda National Electoral Commission (NEC). She also serves as a Board member at Ngali Holdings Ltd, and Chairing the Board HR and Governance Committee of Ngali Holdings.

Loyce K. Bamwine is senior lawyer, holding a Bachelor of Laws (LLB-Hons) from the National University of Rwanda and a Master of Laws (LLM) from Utrecht University, The Netherlands, specializing in International law. She also holds a Diploma in Legal practice and a certificate in Corporate Governance from MARCUSEVANS training center, Singapore.

She has a strong background and experience in legal research, reform and drafting with major focus on Constitutional law, International law, commercial law, banking, corporate law, labour law, land law etc. She has advised and worked on a wide range of business transaction agreements with both public and private institutions in Rwanda and beyond, including on infrastructure projects.

She previously served in different government positions including as a permanent commissioner at Rwanda Law Reform Commission; as a Commissioner in the Constitutional Review Commission and as the Head of Legal Research and Reform Division at Rwanda Law Reform Commission.

She has hands-on experience in teaching and research – She worked as a part time lecturer at the Institute of Legal Practice and Development (ILPD) with a focus on international law and EAC Integration courses. Loyce also worked for the University of Utrecht, The Netherlands under the Netherlands Fellowship Program (NUFFIC) projects involved in upgrading legal education in developing countries including Rwanda, Ethiopia, and Guatamala etc.

She possesses good analytical and research skills and a good knowledge of both civil law and common law legal systems. She is a native speaker of Kinyarwanda, fluent in English and has a good working knowledge of French language.
