Luis Celso Jose Manhica
Luis Celso Jose Manhica has been working at the Mozambique Roads Authority in the areas of planning, implementation, and monitoring social aspects of road and bridge construction projects since 2009. His work includes land acquisition, resettlement, and compensation as well as the coordination of activities to minimize the impacts of these projects in the communities (child abuse, HIV and AIDS prevention, health and safety for the road workers). Luis Celso Jose Manhica has working experience in civil society in the HIV and AIDS field, in Mozambique and the Southern Africa region. Luis has attended various public consultation meetings and believes that people’s voices should be considered at the planning stages and not during implementation. By completing the Mandela Washington Fellowship, Luis plans to pursue his task of highlighting the need to advocate for the integration of social and environmental aspects in the early stages of project formulation, to move towards more sustainable development.
