Helgard Muller

Mr Helgard Muller has been acting on this position since 2011. He is a professional engineer and has 40 years of extensive knowledge in the water sector. He holds BSc, BEng and MEng degrees from University of Stellenbosch and is recognised as an international expert on the right to water, Mr Muller has supported the Minister of Water Affairs at the United Nations in New York, and he has delivered papers on South African water policy and the right to water at several international conferences.

For the past 21 years Mr Muller has been directly involved in water services through the hands-on operation and maintenance of a large rural water supply system, and the implementation of community water projects in rural areas.

In 1996 he served as director of operational policy, support and intervention and as chief director for water services. He is registered as a professional engineer, is a Fellow of the South African Institute of Civil Engineers, and a Senior Fellow of the Water Institute of South Africa.
