Ignatius Mvula

Co-Coordinator of the Subcommittee on Extractive Industries Taxation Issues for Developing Countries United Nations

Ignatius Mvula is head of Excise Directorate at the Zambia Revenue Authority (ZRA). He has over twenty years’ experience in tax administration with extensive experience in mining taxation, tax policy review, formulation and implementation, tax treaty negotiations and is a seasoned tax trainer.

Ignatius served as member of the UN Committee of Experts on International Cooperation in Tax Matters (UNTC) from 2013 to 2017. He is currently the co – chair of the UNTC’s Sub-Committee on Extractive Industries Taxation and also a member of the Health Taxes Sub-Committee.

He has been a member of the technical advisory group for the Tax Inspectors Without Borders programme, a joint initiative by the Organisation for Economic Co-operation and Development (OECD) and United Nations Development Programme (UNDP) aimed at building tax audit capacity. Ignatius is also the immediate past country coordinator for the joint programme by OECD, the African Tax Administration Forum and the Inter-Governmental Forum on Mining on building capacity in dealing with Base Erosion and Profit shifting (BEPS) Issues in Zambia’s Mining Sector.

Ignatius holds a Master of Philosophy in Taxation from the University of Pretoria, a Bachelor’s degree in Accountancy from the Copperbelt University and he is a Fellow member of both the Association of Charted Certified Accountants (UK) and Zambia Institute of Chartered Certified Accountants.
