In terms of the statute that establishes the Authority, SWACAA is the regulator of the air transport industry and also the operator of the airports and airstrips. This is a model that is not uncommon in the industry worldwide.

King Mswati III International Airport and Matsapha International airports are managed under the airports department. The department is in charge of all airport operations such as the aeronautical services like air traffic control, navigational aids, air rescue and fire fighting services as well as aviation security. Non – aeronautical business of the airports like the terminal buildings, tenants , customer relations , ground handling and maintenance of facilities and the whole aerodrome fall under the Airports Department.
