Ronette Engela is the Head of Public Expenditure and Policy Analysis
at the National Treasury: GTAC  from 2013 till present.

Role
-Determine value for money in South African public expenditure
-Provide evaluation and advice on the cost of government policies and programmes
-Support National Treasury and provincial treasuries with analytical work for baseline readjustments
-Support line departments and agencies with analytical work on cost implications of programme design choices
-Develop the performance and expenditure (spending review) agenda for government
-Provide advice and support to the Minister of Finance, Minister’s Committee on Budget and the Medium Term Expenditure Committee

Ongoing
-Manage the production of spending reviews of major policy initiatives
-Developed detailed curriculum on the methodology of performance and expenditure reviews and charting the course of it being implemented at one of the leading universities of South Africa as an e-platform course
-Rolling-out an extensive training programme on baseline assessment and costing of new policies for South African public finance officials
Initiating the first Government Spending review conference in March 2020

Ronette has led a number of key change initiatives at the center of government to improve programme planning, monitoring and evaluation including establishing the PER programme, developing the Green Paper for Performance Monitoring and Evaluation and chartered its route through Cabinet and Parliament, developing the outcomes methodology for government and established the 12 outcomes with baselines, targets and metrics, establishing the department of Performance Monitoring and Evaluation, development of the Performance Agreements between President and Ministers and the Delivery Agreement methodology. She was the responsible for the creation of the National Development Indicators series, as well as, the government wide monitor and evaluation policy framework and has published in the area of government wide systems.

 The development and refinement of policy frameworks for all constituent parts of the system

 The promotion of ME practices throughout government
 The preparation and presentation of information in such a way as to aid decision making by political principals
Develop methodology, extract data and perform analysis of core indicators to assess implementation of government policy through series of indicators that include:
 Annual publication of Developmental Indicators
 Bi-annual assessment of functionality of government delivery vehicles (national and provincial departments, local government, public entities)
Maintain and enhance the monitoring system for government priorities through the Programme of Action by:
 Creating appropriate ITC environment
 Managing the PoA reporting cycles on an annual basis
 Annually improve the PoA monitoring content
Develop public access to readily available data through a GIS platform for government
